  4.     Fifteen years have passed since Princess Elizabeth of Toro
  5. appeared in a golden robe, her hair a cornrowed crown, and
  6. electrified the U.N. Uganda's best-known diplomat, noblewoman and
  7. model has survived her country's volatile politics, including the
  8. rule of Idi Amin. After her husband's death in 1987, she declined
  9. a post in Paris and worked quietly on memoirs, due in August. Says
  10. she: "There is a time to weigh what you are doing." But she is
  11. re-emerging. Next week she will show up in Fame magazine, clad in
  12. a Valentino and photographed by Francesco Scavullo. All proper
  13. homage for a princess born east of the Mountains of the Moon.
